Atmanirbhar Bharat Package for MSMEs: Summary of Measures

Amid the economic challenges posed by the COVID-19 pandemic, Finance Minister Nirmala Sitharaman unveiled a series of initiatives on May 13, 2020, aimed at rejuvenating micro, small, and medium enterprises (MSMEs) as part of the Atmanirbhar Bharat package.

    Outlined below are the key measures introduced by the Finance Ministry:

    • 1. Collateral-Free Automatic Loans: A provision of Rs 3 lakh crore for collateral-free automatic loans to MSMEs was announced.
    • 2. Subordinated Debt for Stressed MSMEs: An allocation of Rs 20,000 crore for subordinated debt was earmarked to assist stressed MSMEs.
    • 3. Equity Infusion through Fund of Funds: Rs 50,000 crore was allocated for equity infusion through a fund of funds mechanism.
    • 4. MSME Definition Expansion: The MSME definition underwent significant expansion to include more enterprises, with manufacturing and servicing firms now categorized under a single segment.
    • 5. Global Tender Restrictions and E-Market Linkages: Restrictions on global tenders were imposed up to Rs 200 crores, along with the facilitation of e-market linkages.

Under the revised definition, micro entities encompass firms with an investment below Rs 1 crore and turnover below Rs 5 crore, while small entities are those with an investment below Rs 10 crore and turnover below Rs 50 crore. Medium entities are defined as those with an investment below Rs 20 crore and turnover below Rs 100 crore.

Under Udyog Aadhar, registration is entirely online, simplifying the process for businesses. Through self-declaration, enterprises can file the Udyog Aadhar Memorandum (UAM) with details about the enterprise.

Personal Aadhar number, industry name, address, bank details, and other common information are the main details required for registration under Udyog Aadhar. With the same Aadhaar number, one can file multiple Udyog Aadhaar registrations. There is no government fee associated with filing for Udyog Aadhar registration, making it accessible to all. Once the registration form is filled and uploaded, the registration number is promptly delivered to the registered email ID.
